தோழர் கருப்பையா நினைவாக படிப்பகம்

காலமெல்லாம் உழைத்த ஒரு மனிதனை எப்படிப்
போற்றுவது?

தொண்டைமான் நல்லூர் கிராமத்தில் தோழர் கருப்பையா

அவர் ஆற்றிய பணி அற்புதமானது. குவாரி பெண் உழைப்பாளிகளின்
வாழ்வுரிமைக்கான போராட்டத்திற்கு தலைமை ஏற்று அவர்களின் முன்னேற்றத்திற்கு வழி வகுத்தவர்.

அவரின் சொந்த கிராமத்தில் இந் நூலகம் அமைக்கப்பட்டுள்ளது.

AIIEA வைர விழா ஆண்டு மாநாடு

புது டெல்லியில் நவம்பர் 20 முதல் 24 வரை நடைபெற்ற
AIIEA வின் வைர விழா ஆண்டு 22 வது மாநாடு எழுச்சியாக
அமைந்திருந்தது.

மாநாட்டில் பேசிய பிரதிநிதிகள் இம்மாநாட்டை வெற்றி மாநாடு
( CONFERENCE OF VICTORY ) என்று வர்ணித்தனர். ஊதிய உயர்வுக்
கோரிக்கையில் எட்டப்பட்ட மாபெரும் வெற்றியின் பின்னணியில்
அவ் வர்ணனை பொருத்தமானது.

இன்னும் சிலர் நம்பிக்கை மாநாடு
( CONFERENCE OF CONFIDENCE ) என்றார்கள். 16 ஆண்டுகளாக
உலகமயக் கொள்கைகளை எதிர்த்துப் போராடி எல் ஐ சி யின்
பொதுத்துறைத் தன்மையை பாதுகாத்திருப்பதாலும், தனியார்
போட்டிக்கு எதிராக 73 % சந்தைப் பங்கை எல் ஐ சி தக்க
வைத்திருப்பதாலும் அப்படி அழைத்ததும் பொருத்தமானதே.

வேறு சிலர் HISTORIC CONFERENCE என்றார்கள். 60 ஆண்டுகள்
ஆனதால் மட்டுமல்ல. தேசிய மயமாக்குகிற கோரிக்கையை
1951 ல் பிறந்தவுடன் வைத்தது , 1956 ல் 245 கம்பெனிகளை
இணைத்து எல் ஐ சி யை உருவாக்கியவுடன் ஊழியர்களின்
ஊதிய-பணி நிலைமைகளை சீராக்க எடுத்த முயற்சிகள், 1960
களில் பொறிமயமாக்கல் எதிர்ப்புப் போராட்டம், 1970 களில்
பகுதிக் கதவடைப்பை எதிர்கொண்டது, 1980 களில் காலவரையற்ற
வேலை நிறுத்தம் மற்றும் எல் ஐ சி யை ஐந்து கூறுகளாக்குகிற
மசோதாவை எதிர்த்தது, 1990 களில் தனியார் மய எதிர்ப்பு என
வரலாறு முழுவதிலும் இடையறாது போராடி வந்துள்ள சங்கத்தின்
மாநாடை வரலாறு படைக்கும் மாநாடு என்று அழைக்காமல் வேறு
எப்படி அழைக்க முடியும்!

ஒபாமா:வந்தார்..சென்றார்..
எதை வென்றார்?

ஒபாமா தனது மனைவி மிசேல்லே உடன் இந்தியா வந்தார்..சென்றார்.. என்பதை நமது டிவி சேனல்களின் புண்ணியத்தில் எல்லோரும் பார்த்துப் பரவசப்பட்டார்கள். மும்பை ஹோலி நேம் பள்ளி மாணவர்களோடு சேர்ந்து தீபாவளி நடனத்தையும், மீனவர்களின் கோலி ஆட்டத்தையும் ஒபாமாவின் மனைவி ஆடிய போது இந்தியர்கள் பலர் இமை கொட்டாமல் பார்த்தார்கள். ஆனால் ஒபாமாவோடு 200 அமெரிக்க தொழிலதிபர்கள் வந்ததும், அவர்கள் செய்ததும் நம்முடைய கண்களுக்கும், செவிகளுக்கும் எட்டியதா என்பது சிந்தனைக்குரியது.

ஒபாமாவும், அவரது மனைவியும் இப்படி இந்தியர்களை மகிழ்ச்சியில் ஆழ்த்திக் கொண்டியிருந்தபோது அமேரிக்க தொழில் அதிபர்கள் பரபரப்பாக இநதிய சகாக்களோடும், அதிகார வர்க்கத்தோடும் அமர்ந்து வியாபாரம் பேசிகொண்டிருந்தார்கள். இது ஏதோ தற்செயலான நிகழ்வு அலல.

அச் சந்திப்பில் தேசிய பாதுகாப்பு ஆலோசகர் டாம் தோனிலோன் ஒபாமா
வருகையின் நோக்கத்தை அப்பட்டமாகச் சொல்வதைப் பார்க்கலாம்.

" 2002 லிருந்து 2009 வரையிலான காலத்தில்
உலக மொத்தஉற்பத்தி 3.6 சதவீதமாகவே
இருந்துள்ளது. ஆனால் ஆசியாவின் மொத்த
உள்நாட்டு உற்பத்தி 8.2 சதவீதமாக இருந்திருக்கிறது"

இப்படி பொருளாதார விருந்தின் மெனுவை விளக்குகிற அவர் இன்றைய ஸ்பெஷல் போல ஒரு தகவலை இலையில் எடுத்து வைக்கிறார்.

" இந்த 7 ஆண்டுகளில் இந்தியாவுக்கான அமெரிக்க
ஏற்றுமதி பல மடங்கு கூடியுள்ளது. சரக்கு ஏற்றுமதி 4 மடங்குகளும், சேவைத் துறை ஏற்றுமதி 3 மடங்குகளும்
கூடியிருக்கிறது."


இப்படி நாக்கில் லிட்டர் கணக்கில் உமிழ்நீர் சுரந்த 200 தொழிலதிபர்களோடுதான் ஒபாமா மும்பையில் வந்து இறங்கினார்.

வாஷிங்டனில் உலகவங்கி - ஐ எம் எப் ஆண்டு கூட்டத்தில் கலந்து கொண்ட போது என்ன சொன்னார் தெரியுமா !

" நாங்கள் இங்கு யாரையும் சந்திக்கவில்லை. எங்களது
சொந்தப் புரிதலின் அடிப்படையிலேயே சீர்திருத்தங்கள் அவசியம்

ஒபாமா வருகைக்கு 25 நாட்களுக்கு முன்பாக பிரணாப் அளித்த
பேட்டி இது. கறுப்புச் சால்வையை ஆக்ரோஷமாக ஏற்றி இறக்கி அருவித் தமிழில் அழகாகப் பேசுகிற வை கோ ஒபாமா வருகைக்கு பினனால் இருக்கிற பொருளாதார நோக்கங்களையும் சேர்த்து விவாதிக்க வேண்டும். அதற்குப் பின்னர் அவர் இடதுசாரிகளுக்கு அறிவுரை சொல்லலாம்.

வியாபாரம் அமோகம்

ஒபாமா வெளிப்படையாகவே சொன்னார். அவரது கஷ்டம் அவருக்கு.
இநதிய வருகைக்கு சற்று முன்புதான் அமெரிக்க செனட், பிரதிநிதிகள்
சபை தேர்தல் முடிவுகள் வந்திருந்தன. பாவம், அவரது கட்சி தோல்வியைச் சந்தித்திருந்தது. எஸ், வீ கேன் ( YES , WE CAN ) என்று நம்பியிருந்த
இளைஞர்கள் , சிறுபான்மையோர், போர் எதிர்ப்பாளர்கள். தொழிலாளர்கள்
எல்லோரின் எதிர்பார்ப்புகளும் வடிந்து போய் இருப்பதன் விளைவுதான்.அமெரிக்க வேலையில்லாத் திண்டாட்டம் 9.6 சதவீதத்தை தொட்டிருக்கிறது. எனவே அவர் மன்மோகன்சிங் சிரமத்தைப் பற்றி கவலைப்படாமல்,
" நாங்கள் இந்தியாவை அமெரிக்க பொருட்களை விற்பதற்கான வேகமாக வளரும் சந்தையாக பார்க்கிறோம்.இது எங்கள் நாட்டின் வேலைவாய்ப்புகளை பெருக்குகிற திட்டம்"
இந்திய வருகை பற்றி சொனார்.

மள மளவென்று 10 பில்லியன் டாலர் அமெரிக்க ஏற்றுமதிக்கு வழி
செய்கிற உடன்பாடுகள் கையெழுத்து ஆகியுள்ளன. 54000 அமெரிக்க வேலை வாய்ப்புகள் அதிகரிக்கும் என்று ஒபாமா பெருமை கொப்பளிக்க சொன்னார். இந்தியாவில் வந்து அவுட் சோர்சிங் வேலை வாய்ப்புக்கள் பற்றி அறிவிப்பார்; நிறைய பேருக்கு அமெரிக்க கனவுகள் ஈடேறும் என்று காத்திருந்த பலரும் அதிர்ந்து போனார்கள். வாயளவில் அவர்

" 54000 வேலைகளை இநதியா உருவாக்கித் தந்திருப்பதை அவுட் சோர்சிங்கை எதிர்ப்பவர்களிடம் சொல்வேன் "

என்று அவர் சொன்னதையே பெரிய வரமாக கொண்டாடி விட்டன சில மீடியாக்கள்.ஒபாமாவை கொஞ்சமும் புண்படுத்தாமல் அவுட் சோர்சிங் பிரச்சினையில் அவரை தணிய வைக்கவேண்டும் என்பதற்காக இந்தியத் தொழிலதிபர்கள் மிகுந்த சிரத்தை எடுத்தார்கள். இன்போசிஸ் நாராயண மூர்த்தி " விருந்தாளி கடவுளுக்குச் சமானம்" ( adhithi devo bavo ) என்றெல்லாம் சூடம் கொளுத்திய நகைச்சுவை அரங்கேறியது. இன்போசிஸ் வருவாயில் 66 % அந்நிய அமெரிக்க மண்ணிலிருந்துதான் வருகிறது என்றால் தனலெட்சுமிதானே.

ஆனால் ஒபாமா வாங்கியிருக்கிற ஏற்றுமதிக்கான ஆர்டரில் ஜெனரல் எலெக்ட்ரிக் போன்ற அமெரிக்க பன்னாட்டுக் கம்பெனிகள் காட்டில் மழை.

கோவணத்திற்கும் ஆபத்து

ஒபாமா வருகையில் விவசாயிகளின் சுருக்குப் பைக்கும் , சிறு வியாபாரிகளின் கல்லாப்பெட்டிக்கும் குறி வைக்கப்பட்டுள்ளது.

மும்பையில் நவ 6 அன்று CII உடனும், நவ 8 -9 தேதிகளில் புது டெல்லியில் FICCI உடனும் மூன்று கூட்டங்கள் நடந்தேறியுள்ளன, அமெரிக்க- இநதிய பிசினஸ் கவுன்சில் ( USIBC ) மூன்று முன்னுரிமை இலக்குகளை அறிவித்தன.

1 ) பல பிராண்டு சிறு வணிகத்தை திறத்து விடல்
2 ) வரி மற்றும் வரியல்லாத வணிகச் சுவர்களை குறைத்தல்
3 ) அமெரிக்க கம்பெனிகள் இந்திய " நித்திய பசுமைப் புரட்சிக்கு" (EVERGREEN REVOLUTION) செய்ய வல்ல உதவிகளை மக்களுக்கு எடுத்துரைப்பது

சிறு வணிகத்தில் வால் மார்ட் போன்ற பன்னாட்டு நிறுவனங்களை அனுமதித்தால் விவசாயிகளுக்கு லாபமாம். இப்போது கடைசி வாடிக்கையாளர் தருகிற விலையில் மூன்றில் ஒரு பங்குதான் விவசாயிகளுக்கு போய்ச் சேருகிறதாம். சுதந்திரம் பெற்று இவ்வளவு காலமான பிறகுதான் இந்த உண்மை தெரிந்திருக்கிறதாம். உலகத்திலேயே அதிகமான பால் கறக்கிற நாடாக இருக்கிற இந்தியாவில் 40 % சரியான பராமரிப்பு ஏற்பாடு இல்லாததால் கெட்டுபோகிறதாம். வால் மார்ட் பூனை வந்தால் பத்திரமாக பார்த்துக் கொள்ளுமாம்.இப்படியெல்லாம் இரு நாட்டின் தொழிலதிபர்களும் உட்கார்ந்து பேசி சிறு வணிகத்தைத் திறந்துவிட வேண்டுமென்று சொல்லியிருக்கிறார்கள்

அடுத்து விவசாயிகள் தலையில் கை வைத்திருக்கிறார்கள். "எங்கேயும் எப்போதும் சந்தோசம்" என்பது போல நித்திய பசுமைப் புரட்சி பற்றி கவலையோடு ஒபாமாவும், மன்மோகனும் பேசியிருக்கிறார்கள். 2004 லேயே மன்மோகன்- புஷ் உருவாக்கிய " knowledge initiative " ஐ மீண்டும் முனைப்போடு அமலாக்க முயற்சிக்கிறார்கள். அப்போது நமது கோவை விவசாய பல்கலை கழகம் உள்ளிட்ட மூன்று விவசாய, கால்நடை கல்வி நிறுவங்களை அழைத்து மான்சாண்டோ, வால் மார்ட் போன்ற நிறுவங்களோடு அறிவு பகிர்வுக்கு ஏற்பாடு செய்தார்கள்.

மான்சாண்டோ பருத்தி விளைச்சலை 6 ஆண்டுகளில் இரட்டிப்பாக்கிவிட்டதாகவும், பெப்சி நிறுவனம் பஞ்சாபின் விவசாயத்தை ஆரஞ்சு விளைச்சலை நோக்கி வெற்றிகரமாக திருப்பியிருப்பதாகவும் பிரச்சாரத்தை கட்டவிழ்த்து விட்டுள்ளார்கள்.வெற்றிக் கதைகளை மக்களுக்குச் சொல்வது என்பது முடிவல்லவா!

நாடாளுமன்றத்தில் விதைச் சட்டத்தை விரைவில் நிறைவேற்றி விவசாயிகளின் ஜீவாதார விதை உரிமையை பறிப்பது பற்றிய நிர்ப்பந்தமும் தரப்பட்டுள்ளது.

உள்ளுரில் விலை போகாதவர்கள்

யாரும் எங்களின் கைகளை முறுக்கவில்லை. நாங்களாகவே கைகளை அப்படி வைத்துக் கொண்டோம் என்கிறார் அல்லவா பிரணாப் முகர்ஜி ! ஆனால் நவ 10 அன்று ஒபாமா G 20 நாடுகளின் தலைவர்களுக்கு எழுதிய கடிதத்தைப் பாருங்கள்.

" நமது நிகழ்ச்சி நிரலில் அடுத்த கட்ட
நிதித்துறை
சீர்திருத்தங்கள் இடம் பெற வேண்டும். நாம் எல்லோரும்
ஒரு முகத்தோடு அமல்படுத்தி சீர்த்திருத்த வேகத்தினை

உறுதிப்படுத்த வேண்டும்"


2010 ல் மட்டும் நவ 12 வரை 146 வங்கிகள் அமெரிக்காவில் திவால் ஆகி உள்ளன. 2009 ல் 140 வங்கிகள் மஞ்சக் கடுதாசி கொடுத்தன. 2008 ல் 27 வங்கிகள். நெருக்கடி கடுமையாகவே இன்றைக்கும் நீடிக்கிறது. இந்த லட்சணத்தில் உலகம் முழுக்க நிதித்துறை சீர்த்திருத்தங்களுக்கு கூச்ச நாச்சமின்றி ஆலோசனை வழங்குகிறது அமெரிக்கா.

அமெரிக்காவின் பகாசுர இன்சூரன்ஸ் கம்பனியான ஏ.ஐ ஜி , ஐரோப்பிய போர்டிஸ், ஐ என் ஜி , ஏகோன் ஆகிய நிறுவனங்களை வீழ்ச்சியிலிருந்து அந்தந்த நாடுகளின் அரசாங்கங்கள்தான் பெயில் அவுட் மூலம் காப்பாற்றின. ஆனால் இநதிய நாட்டின் எல் ஐ சியைப் பலவீனப்படுத்த ஒரு மசோதா, இன்சூரன்ஸ் துறையில் அந்நிய முதலீட்டை உயர்த்த ஒரு மசோதா என இரண்டு கத்திகள் நாடாளுமன்றத்தில் தொங்கிக் கொண்டிருக்கின்றன. எல் ஐ சி மசோதாவுக்கு எதிராக நாடாளு மன்ற நிலைக் குழுவே ஒரு மனதாக பல பரிந்துரைகளைத் தந்திருந்தும் அதை கைவிடவோ, மாற்றம் செய்யவோ முனையவில்லை.

இளைய பங்காளிகள்

இந்தியத் தொழில் அதிபர்கள் இளைய பங்காளிகள் ஆகிற உற்சாகத்தில் மிதக்கிறார்கள். கடந்த இரண்டு ஆண்டுகளில் 143 அமெரிக்க கம்பெனிகளை இந்தியத் தொழிலகங்கள் கையகப் படுத்தியுள்ளன. இவர்களுக்கு இது ஜாக்பாட். அமெரிக்காவிற்கோ இவையெல்லாம் மீன்களுக்கு போடுகிற பொரி மாதிரி.

எச் சி எல் நிறுவனம் அமெரிக்க போயிங் ஜெட் விமானங்களுக்கு பாதுகாப்பு உபகரணங்களை செய்து தருகிற ஆர்டரை பெற்றுள்ளதாம். பதிலுக்கு ஜெட் ஏர் வேஸ், 72 போயிங் விமானங்களை வாங்கப் போகிறதாம்.
டாட்டா குழுமம் அமெரிக்காவில் ரூ 13500 கோடிகளை முதலீடு செய்துள்ளது. எயிட் ஒ கிளாக் நிறுவனத்தை 900 கோடிகளை கொடுத்து வாங்கியிருக்கிறது. 16 தொழில்களை அது அமெரிக்காவில் வைத்திருக்கிறது.

இவர்கள் ஏன் அமெரிக்காவுடன் நெருங்கத் துடிக்கிறார்கள் என்பது புரிகிறதா ? தானாடவில்லையம்மா! லாப வெறியாடுது! அது விவசாயமென்றாலும். சிறுவணிகம் என்றாலும் பாய்ந்து குதறுது!

திருமங்கலம் பார்முலாவைச் சுஜிபி ஆக்கிவிட்டார்கள்
அமெரிக்காக்காரர்கள்.

அமெரிக்காவின் அண்மைய செனட் மற்றும் பிரதிநிதிகள்
சபைக்கான தேர்தல்களில் பணம் பெரு மழையாய்க்
கொட்டியிருக்கிறது. அமெரிக்க நீதி (?) மன்றமும்
தேர்தல்களில் "நிறுவன நிதி" புழங்குவதற்கு தடை
இல்லை என்று தீர்ப்பு வழங்கிய பிறகு கேட்கவா
வேண்டும். இந்திய ருபாய் மதிப்பிற்கு 18000 கோடிகள்
வாரி இறைக்கப்பட்டுள்ளன.ஒபாமாவுக்கு
அதிபர் தேர்தலில் வாக்களித்த இளைஞர்கள்,
போர்வெறி எதிர்ப்பாளர்கள், சிறுபான்மையினர்,
தொழிலாளர்கள் ஆகியோர் எல்லாம் நம்பிக்கை
இழந்திருக்கிறார்கள் என்று அரசியல் விமர்சகர்கள்
தெரிவித்திருக்கிறார்கள். ( ஒபாமா வருகையை எதிர்த்து
ஆர்ப்பாட்டம் அறிவித்த இடதுசாரிகளுக்கு அறிவுரை
வழங்கிய வைகோ அவர்களுக்கு இது சமர்ப்பணம்.
நீளக் கறுப்புத் துண்டை மேலேயும் கீழேயும் இறக்குகிற
அசைவுகளோடு ஆக்ரோஷ தமிழில் அருவி போல்
கொட்டுகிற திரு வைகோ, ஒபாமாவை இயக்குகிற
கரங்களையும் கூர்ந்து கவனிக்க வேண்டும்).
இப்படி பணவெள்ளத்தில் நீந்திக் கரையேறியவர்களில்
ஒபாமாவின் ஜனநாயகக் கட்சியினர்களும்
விதி விலக்கு அலல. எனினும் அதிகமான
பணம் குடியரசுக் கட்சியினருக்குத்தான் அடுக்கு மாடிகளின்
அத்தனைக் கூரைகளையும் பொத்துக்கொண்டு
பொழிந்துள்ளதாகக் கூறுகிறார்கள். ஒபாமாவுக்கு எதிராக
பிரச்சாரக் களத்தில் கடுமையாகப் பணியாற்றிய "டீ பார்ட்டி
க்ரூப்ஸ்" க்கும் பணம் பாய்ந்துள்ளது."நிறுவனமாகிற
அரசியல்" ( CORPORATISATION OF POLITICS )
என்ற போக்கின் வெளிப்பாடே இது.

யார் யாருக்கோ யார் வேண்டுமானாலும் அண்ணனாக
இருக்கலாம். உலகத்தின் அண்ணனே ! என்ற சுவரோவியமோ,
கட் அவுட்டோ வேண்டுமென்ற ஆசை அமெரிக்காவுக்கு
மட்டுமே உண்டு.

Interview with A. Soundararajan, CITU general secretary, Tamil Nadu

A. Soundararajan: "Multinationals have to abide by Indian labour
laws".

A. SOUNDARARAJAN, general secretary of the Tamil Nadu unit of the Centre of Indian Trade Unions (CITU), has been leading workers'struggles in many industrial units, including Foxconn India.
In this interview, he expresses his views on issues such as implementation of labour laws in special economic zones (SEZs), the State government's approach to labour disputes and the determination
of the workers in asserting their rights.

Excerpts:

Are the country's labour laws applicable to units in the SEZs?

The Indian labour laws are applicable to industries in any part of the country, including the SEZs. The multinational corporations also have to abide by these Acts and rules.
The Central SEZ Act also makes it clear that normal labour laws are applicable to SEZs, which are enforced by the respective State governments. Though attempts were made to exempt units in SEZs from these laws, the Left parties succeeded in making the first United
Progressive Alliance government incorporate this provision in the Central Act. The tragedy is that though accepted theoretically, it has not been properly enforced.

Where did the State government fail so far as the Foxconn issue is concerned?

Upon receiving the plea from the Foxconn India management on August 24 to arrange for a proper election mode to ascertain the strength of the LPF and CITU unions in the factory, the Labour Department should have immediately seized the opportunity to hold a secret ballot. Unfortunately, it failed to do so. The lack of response from the
authorities betrayed the plan to instal the ruling party's union, the LPF.If this trend continues, the State will witness a spate of struggles and agitations to assert trade union and labour rights in the industries, including the multinational corporations in SEZs.

What made the CITU enter the picture when the workers had already chosen the LPF to represent them in Foxconn India?

The workers were disenchanted with the LPF union, particularly in the wake of the untoward incident in Foxconn's Sunguvarchatram plant where several workers were taken ill in July. The workers, including some key office-bearers of the union, left the union and sought our assistance to improve their working conditions and enhance their wages. Only then we came into the picture.

Do you think that the Foxconn issue is an isolated case?

No; it is not an isolated case. There is a definite pattern in the way the government deals with labour disputes.
The successive governments in the last 10 years were very particular to see that no union was formed in the industrial units in SEZs. But the workers, owing to their bitter experiences, began forming unions,even risking their jobs. In this way, unions were started in a number of MNCs. The managements of all these units refused to recognise the unions affiliated to the CITU or to talk to their functionaries.On seeing that workers had started moving to the CITU, the ruling party, with the support of the government, introduced the LPF unions with a view to satisfying the statutory requirement. These unions turned out to be the puppets of managements, betraying the interests of the workers.Foxconn is a typical example of the majority of workers supporting theCITU. Now BYD, China is the new addition.

Can the Foxconn India workers, with women making up around 40 per cent of the workforce, sustain the struggle?

The management thought that the strike would fade away in a short period. Contrary to their expectations, the workers are holding on for over a month. The young women workers showed exemplary courage in the
face of police action and intimidation. Actually, the Foxconn workers, through their determination, have sounded a note of caution to the MNCs in the State that they can no longer flout the labour laws. The
managements' resistance will collapse like a house of cards in the face of the workers' resolve to assert their right to better wages and service conditions and the right to choose their union.

இந்தியச் சமுகத்தின் ஒடுக்குமுறை பொருளியல் தளத்தில் மட்டுமின்றி சமுக தளத்திலும் வெளிப்படுவதாகும். இந்தியத் தொழிற்சங்க இயக்கத்தின் கவனமும், வினைகளும் இப் புரிதலோடு அமைய வேண்டுமென்பதை நமக்கு உணர்த்துகிற மண்தான் வெண்மணி. நெருப்பிற்கு இரையான அவ்வீரத்தியாகிகளுக்கு சி ஐ டி யு எழுப்பி வருகிற வெண்மணி நினைவாலயம் இச் செய்தியை உலகிற்கு உரக்கச் சொல்லப்போகிறது. இந் நினைவாலய நிர்மாணத்திற்கு தமிழக இன்சூரன்ஸ் ஊழியர்களும் தங்களின் உணர்வு பூர்வமான பங்களிப்பாக ரூ 2 லட்சம் வழங்கியதை நெகிழ்வோடு நினைவு கூர்கிறேன்.

ஒடுக்குமுறையின் பன்முகங்களை நோக்கிய நமது எதிர்வினைகளை ஒருமுகப்படுத்தும்போதுதான் நம்முடைய போராட்டத்தின் விரிவும் முழுமை பெறும். இலக்குகளை நோக்கியும் முன்னேற இயலும். ஒரு புறம் தலித்-பெண்-சிறுபான்மையினரை மையமாகக் கொண்ட அடையாள அரசியல் அவர்களின் குமுறல்களுக்கு வடிகால் அமைக்கிற உத்தியோடு அவர்களை விரிந்த போராட்ட களத்திலிருந்து பிரித்து வைக்கிறது. மறு புறம் பொது நீரோட்டம் என்ற பெயரில் சாதிய ஒடுக்குமுறை எதிர்ப்பில் இருக்கிற வர்க்க உள்ளடக்கத்தை மறுதலிக்கிற ஊனமும் அரங்கேறுகிறது. பாலின சமத்துவம், சாதிய ஒடுக்குமுறை எதிர்ப்பு, சிறுபான்மையினர் உரிமைகள் ஆகியவற்றுக்கான போராட்டம் தொழிற்சங்க, வெகுஜன, முற்போக்கு அமைப்பின் நிகழ்ச்சி நிரலில் முன்னுரிமையை பெறும்போதுதான் உண்மையான ஒற்றுமையை, திரட்டலை உறுதி செய்ய முடியும். இதுவே தோழர் சீனிவாச ராவ் வெண்மணி மண்ணில் நிகழ்த்தி காட்டிய போராட்டம்.

இன்றைக்கு தமிழ் மண்ணில் CITU , AIIEA உள்ளிட்ட அமைப்புகள் உருவாக்கியுள்ள தமிழ்நாடு தீண்டாமை ஒழிப்பு முன்னணி என்பது இச் சிந்தனைக்கு அளிக்கப்பட்டுள்ள செயல் வடிவமாகும். மூன்று ஆண்டுகளுக்கு முன்பாக உருவாக்கப்பட்ட இம் முன்னணி 100 மையங்களுக்கும் மேலாக தனது நேரடித் தலையீடுகளைச் செய்திருக்கிறது. உத்தப்புரம், காங்கையனூர், செட்டிபுலம், பந்தபுளி ஆகிய போராட்டக் களங்கள் அனைத்தையும் முன்னின்று நடத்திய அமைப்பு. கிராமங்களில் மட்டுமின்றி நகரங்களிலும் தீண்டாமை நிலவுகிறது என்பதை அம்பலப்படுத்தி கோவை பெரியார் நகர் தடுப்புச் சுவரை தகர்த்தெறியச் செய்த அமைப்பும் இதுவாகும். சாதிய ஒடுக்குமுறை எதிர்ப்பின் அடையாளங்களாக திகழ்கிற அண்ணல் அம்பேத்கர், தந்தை பெரியாரின் செயல்பாடுகளை முன்னெடுத்துச் செல்கிற அமைப்பாகவும் இது வளர்ந்துள்ளதென பலரும் பாராட்டுகிறார்கள்.

அகில இந்திய இன்சூரன்ஸ் ஊழியர் சங்கம் சமுக நீதி, சாதிய ஒடுக்குமுறை எதிர்ப்பில் 1980 களில் இருந்தே மிகச் சரியான நிலையினை எடுத்து வந்துள்ள அமைப்பாகும். 1980 களின் துவக்கத்தில் குஜராத்தில் இட ஒதுக்கீடு எதிர்ப்பு முழு அடைப்பு நடைபெற்ற போது அதை மறுதலித்து தனது உறுப்பினர்களை அலுவலகத்திற்கு போகச் சொன்ன அமைப்பாகும் AIIEA . அதற்காக இச் சங்கத்தின் தலைவர்கள் அலுவலக வாயில்களிலேயே தாக்கப்பட்டு காயத்திற்கு ஆளாகினர் என்பது வரலாறு. 1985 ல் அகில இந்திய இன்சூரன்ஸ் ஊழியர் சங்கத்தின் மாநாடு இந்தூரில் (மத்திய பிரதேசம்) நடைபெற்றபோது தோழர் சுனில் மித்ரா ( சங்கத்தின் இணைச் செயலாளராகவும் , பின்னாளில் CPI (M ) அரசியல் தலைமைக் குழு உறுப்பினருமாக இருந்த முது பெரும் தலைவர்) குஜராத்தில் காயம்பட்டவர்களை பாராட்டிவிட்டு இட ஒதுக்கீட்டிற்கு ஆதரவான சங்கத்தின் நிலையை தெளிவாக அறிவித்தார். பல நடுத்தர வர்க்க அமைப்புகள் ஒற்றுமை என்ற பெயரில் மௌனம் சாதித்த சூழலையும்,
இட ஒதுக்கீட்டிற்கு எதிராக மிகப் பெரும் வன்முறை தூண்டிவிடப் பட்ட காலத்தையும் இணைத்து இன்று சிந்தித்தால்தான் AIIEA வின் கொள்கை உறுதியை நம்மால் உணர இயலும்.

தமிழகத்திலும் சாதிய ஒடுக்குமுறைக்கு எதிரான போராட்டத்தில் அகில இந்திய இன்சூரன்ஸ் ஊழியர் சங்கம் குறிப்பிடத்தக்க பணியை ஆற்றி வருகிறது.

* மேலவளவு தலித் பஞ்சாயத்துத் தலைவர் திரு.முருகேசன் படுகொலை செய்யப்பட்டபோது அக் கிராமத்திற்கு சென்று தலித் மக்களுக்கு நிவாரணம்.

* மதுரை மந்திகுளம் கருவானூரில் தலித் குடிசைகள் தீக்கிரை ஆக்கப்பட்டபோது உடனடியாக சென்று நிவாரணம்.
* தூத்துக்குடி மாவட்டம் நாலு மூலைக் கிணறு கிராமத்தில் தலித் மக்கள் மீதான அடக்குமுறைக்கு எதிராக சங்கத் தலைமை ஆற்றிய குறிப்பிடத் தக்க பணி.

* மதுரை மாவட்டக் கள ஆய்வில் அதிகமான உறுப்பினர்களை ஈடுபடுத்தி உத்தபுரம் சுவர் உள்ளிட்ட தீண்டாமை வடிவங்களை அம்பலப்படுத்திய பணி. உத்தப்புரம் சுவருக்கு எதிரான இயக்கங்களில் 100 க்கும் மேலானவர்களை ஈடுபடுத்தியதும், வழக்கிற்க்கான ஆவணப் பணிகளில் முன்னின்று காவல் துறைத் தாக்குதலுக்கு ஆளானவர்களுக்கு இழப்பீடு பெற்றுத் தந்ததுமான செயல்பாடுகள்.

* தமிழகம் முழுமையும் தமிழ்நாடு தீண்டாமை ஒழிப்பு முன்னணிப் பணிகளில் திரளான உறுப்பினர்களை பங்கேற்கச் செய்தல். சென்னை, மதுரை நகரக் கள ஆய்வுகளில் நிறைய பேரை ஈடுபடச் செய்தது. வேலூர், திருவண்ணாமலை, கடலூர், விழுப்புரம் மாவட்டங்களில் சங்கத்தின் சார்பிலேயே விரிவான கள ஆய்வினை நடத்தியது.

* கோயம்பத்தூரில் அம்பேத்கர் கல்வி வேலை வாய்ப்பு வழிகாட்டல் மையத்தை உருவாக்கி தொடர்ச்சியாக கிராம நிர்வாக அலுவலர் தேர்வு, தமிழக அரசுப் பணி குரூப் 2 தேர்வு. ஆங்கில உரையாடல் ஆகியவற்றுக்கான பயிற்சி அளிக்கப்பட்டு வருகிறது.

நம்முடைய இப் பணிகள் எல்லாம் பட்டியலுக்காக தொகுக்கப்படவில்லை. இதில் சில விடுபட்டிருக்கலாம். அவையும் பெரிய விசயம் அல்ல. காரணம், நாம் செய்ய வேண்டியதும், செல்லவேண்டியதும் நிறைய உள்ளன. அந்த இடைவெளியே நம் கவனத்திற்கும், கவலைக்கும் உரியது.

வெண்மணியில் எழும்புகிற நினைவாலயம் ஓர் வரலாற்றுச் சின்னம். வரலாற்றை அறியாத, உள்வாங்காத இயக்கத்திற்கு எதிர்காலம் இருக்க முடியாது. இலக்கும் கைவசப்படாது. சி ஐ டி யு உருவாக்குகிற இக் கம்பிரமான நினைவுச் சின்னம் தமிழக தொழிலாளர் வர்க்கத்தின் மீது காலம் சுமத்தியுள்ள வரலாற்றுக் கடமையை நினைவுபடுத்துவதாகும். ஆம் ! சாதியம் வேறு முகம் அல்ல. ஒடுக்குமுறையின் இன்னொரு முகம். இதனையும் எதிர்க்காமல் விடியல் இல்லை.

NO CHEERS FOR THIS ONE

India's position in the world lies in its intrinsic internal strength.
We will end up weakening ourselves if we become a subordinate
ally of the US.

President Barack Obama came, saw and in a sense, conquered, by
drawing India further into the US geopolitical strategic framework,
apart from advancing US commercial interests. Before leaving
Washington, according to The New York Times, Obama said that “The
primary purpose is to take a bunch of US companies and open up
markets so that we can sell in Asia, in some of the fastest-growing
markets in the world“, and “create jobs at home“.
This may sound desperate but logical in the backdrop of the severe
electoral drubbing that the Democrats received in the recent US
Congressional elections.

With unemployment breaching the psychological barrier of 10% and
an economic turnaround not appearing on the horizon, the US needs to
prise open the markets of the emerging economies to sell its products.
By the time he left India, it was announced that deals amounting to $ 15
billion have been sealed, creating nearly 75,000 jobs in the USA. In an
effort to appease India Inc., Obama said, “They (deals) will create jobs
in the US, it is true, but those same technologies will also allow Indian
entrepreneurs to create jobs here”.

The joint statement issued after the visit shows that in the name of
promoting food security through an “evergreen revolution“, the Indian
market is being pushed to open up further for US agri-produce. This
would create conditions of `instant death' for Indian agriculture which
is already reeling under an acute crisis. The flooding of Indian markets
with highly subsidised US agricultural and dairy products may well
escalate distress suicides that are already haunting our country. The US
is now anticipating huge orders for nuclear reactors as well as hefty
defence purchases.

The promise of technology transfer by removing Indian organisations
from the US `entities list', however, does not include the Department
of Atomic Energy. This clearly shows that the commitment made in
the India-US nuclear deal of full civilian nuclear cooperation including
technology transfer will not materialise.Couched in the flowery rhetoric
of India having already “emerged“,rubbing shoulders on the `high table',
the framework for economic cooperation in the joint statement maps
further opening up our markets.

This is happening when the US continues to actively discourage,
through policy prescriptions, US firms from outsourcing, adversely
affecting employment in India.

There is a satisfactory purr in `Shining India' that the US has endorsed
India's entry into the United Nations Security Council as a permanent
member.

Speaking to us in Parliament, through us to India, Obama invoked
many an Indian icon, acknowledged India's spiritual and scientific
contributions including the invention of the zero, effortlessly assayed
through Chandni Chowk, panchayat and Panchatantra, using this
as a cushion to declare that “increased power comes with increased
responsibility“. This was followed by a virtual admonition of India for
not articulating forcefully the issue of democracy in Myanmar.
This was followed by hailing India's commitment towards complete
nuclear disarmament and, therefore, suggesting that we fall in line
with the US in supporting sanctions on Iran. President Obama raised
these issues within the context of universal values of peace, security,
democracy and human rights. Universality of values must necessarily
be accompanied by universality of their application. Talking of
democracy in Myanmar while remaining silent on the gross violation
of the human rights of the Palestinians, or the merciless massacre of
civilians by the 50,000strong US army in Iraq or the illegal economic
blockade of Cuba sounds not merely politically selective but hollow.
Talking of nuclear proliferation and sanctions against Iran and
remaining silent on Israel reveals the agenda of imperialist strategy.

US geopolitical military strategy had led it to underwrite dictatorships
across the world in the name of protecting American interests. Hence,
one can only conclude that the US would be prepared to see India with
`increased power' but only if it comes with `increased responsibility'in
supporting its strategic interests. President Obama clearly said in as
many words in the Parliament that he expected India in its current two-
year term as a non permanent member of the UN Security Council to
play such a role. He has, thus, put India on probation. A probationary
period of two years when support to US positions will determine the
latter's support for India's permanent membership.

`Shining India' is also glowing in a sense of `triumphalism' that the
US has finally nailed Pakistan on the issue of terrorism. Obama spoke
of Pakistan's need to dismantle `terrorist apparatus' on its soil and
bring the perpetrators of 26/11 to book. This comes on the back of
billions of dollars of aid that the US has given Pakistan in return for its
military and logistical help in anti-Taliban operations in Afghanistan.
The fact of the matter is that the US needs Pakistan in these efforts. It
would, thus, be naïve for us in India to hope that the US would jettison
Pakistan and support us in the fight against terrorism. The US `Af-Pak'
strategy cannot advance without Pakistan.

In the final analysis, India has to battle the terrorist menace -as we
continue to do -on the basis of its own strength and resilience. Instead,
that we are relying on the illusory props of US support explains why
India failed to raise the issue of David Headley's extradition.
Likewise India failed to remind Obama that double standards on
dealing with industrial accidents are not acceptable. Dow chemicals must be
made to account for the Bhopal gas tragedy like Obama made BP shell
out billions for the oil spill in the Gulf of Mexico.

India's position in the world's comity of nations lies in its intrinsic
internal strength. It is precisely this strength that will be weakened
when India seeks the status of a subordinate ally of the US as the crutch
to `arrive' in the world.

These and many other crucial issues will continue to engage us as we
battle to improve the livelihoods of the vast majority of impoverished
Indians -the real India. We, the Indian Left have heard Obama. It is
now his turn to listen.

Work Culture, Survival And Class Struggle

தோழர் ஆர். நாராயணன் அவர்கள் நமது AIIEA வின் அகில இந்திய துணைத் தலைவராக இருந்தவர். தற்போது வயது 86. தீவிரமான வாசிப்புக்கு இன்றைக்கும் சொந்தக்காரர். திண்டுக்கல்லில் வசிக்கும் அவர் இப்போதும் அந்நகரத்தில் ஓர் கூட்டம் என்றால் முதல் வரிசையில் அமர்ந்து விடுவார். இன்சூரன்ஸ் ஒர்க்கர் இதழில் 2006 ல் வெளியிடப்பட்ட இக் கட்டுரை இன்றைய சூழலுக்கும் பொருந்துவதாகும்.

THE Secretariat of the AIIEA, in its recent meeting held at Nagpur, has come out with a clarion call to the employees to mobilize the mass of the people against the looming dangers (listed out in the Editorial of the Insurance Worker 1 February, 2006) and to rededicate to the cause of the public sector by rendering conscious service to the policyholders with more dedication. This cannot be termed as a debt of gratitude for the handsome wage revision achieved; but the truth is, in a way, it was the employees’ work culture that was legitimately compensated in the form of handsome wage revision, no doubt through hard bargaining by the AIIEA.

The handsome wage revision, amidst other things, was a product of the impressive and magnificent business performance of LIC and the public sector general insurance companies, without which all the militancy and even the favourable change in the political scenario could have at best given some rise in the wages commensurate with the business performance.

One can eat the pudding only when it is there. There was a big pudding, thanks to the given general economic situation in which only the public sector insurance industry was there as an attractive destination for investment of their savings by the middle class - though they form a creamy layer of just 15% - commanding absolute confidence with prompt settlement of claims and efficient servicing. The AIIEA played a very crucial role for the sweep and spurt in the business of the nationalized insurance industry. Through its more than a decade of tireless campaigning against privatization of insurance, the AIJEA placed its members among the public at large, both insured and uninsured, propagating and convincing them how the private insurers could not be trusted with the nature of the industry being fragile in the private sector as one could witness the failure of the companies even in countries like the USA and those in the Europe to earn the confidence of the people due to their fraudulent practices. The soundness of the public sector insurance industry was focused with facts and figures to convince the public beyond doubt about their stability and efficiency in servicing. The movement of AIIEA was often converged in ‘Policyholders Servicing Campaign’, ‘Policyholders Week’, etc., through special counters manned in offices by the employees. The soundness of the public sector insurance industry was sowed in the psyche of the whole nation. The powers that which stand for the privatization of the industry could never have imagined a middle class trade union, commanding a membership of less than a lakh, could have roused a nation’s will against privatization despite the political will of the ruling classes under pressure from the imperialist power and their agencies like the IMF, World Bank, etc. the AIIEA could successfully stall the flagship of private insurers from entering into the harbour. The unshakable confidence on the nationalized insurance industry in the hearts and minds of the people was a byproduct of the massive campaign. The result was the unprecedented performance on allcounts by the LIC and the public sector general insurance companies. The AIIEA played the glorious role of a master salesman, which is being accoladed by the officers at all levels. One cannot be under the misapprehension of having raised a Chinese wall impregnable by the offensives of the private insurers, who are ready to bring into play giant international finance capital. Any complacency on the part of the employees would only cost the industry and the employees very heavily.

Even as early as the 1960s, the AIIEA had taken up seriously the cause of policyholders’ servicing. During meetings, in particular after each wage revision, the leaders of AIIEA used to drive home the importance of rendering prompt service to the policyholders - another name for “work culture”. Serious discussions and debates were held and resolutions adopted on the subject of policyholders servicing in all Conferences of the organization at all levels. “A day’s honest labour for a day’s decent wage earned” were the words of Com. Saroj which are still ringing in the ears. He used to assert that only an employee who puts forth his very best would feel indignant if his wage revision got delayed and those who contributed very little labour could not seriously think of struggle for upward wage revision. No doubt, by and large, such speeches brought about all round improvement in “work culture” in the public sector insurance industry. To bring more thrust to the campaign for efficient and prompt policy servicing, Com. N M Sundaram went a step further and called upon the employees to start their anti-privatisation campaign from their individual office desks.

After private insurers were let loose in the field, there has been a tremendous change in servicing the policyholders, which has helped to silence the adversaries who proclaimed that the acme excellence in both cost cut and quality were their exclusive preserves.

“Work culture” need not be denigrated as anti-class consciousness. Such assertions are pure and simple scholasticism, dogmatism. Work culture contributes for the survival of the class without whom there could be no class struggle. The working class cannot just wish away capitalism and its modus operandi to survive somehow as a system of exploitation. The working class necessarily has to chalk out its own forms of class struggles to defend themselves against all forms of attacks by the ruling classes. The ‘Right to Property’ clause enshrined in the Constitution of India helped us to wrest our bonus through the legal process in the Supreme Court. This strategy of the AIIEA came to be applauded by the entire trade union movement of our country. To do all that is possible is struggle, life. Not to do the thing that is possible is anti-struggle, death.

The AIIEA consciously contributed its share to increase the size of the pudding, helping the LIC to record a premium income of Rs.75,OOO crore in the financial year 2004-05 and succeeded in securing to the employees what they legitimately deserved, of course through hard bargaining - a dialectical approach to all problems, wage revision not exempt.

Long live AIIEA!

Protection of Women against Sexual Harassment at Workplace Bill, 2010

The Union Cabinet today approved the introduction of the Protection of Women against Sexual Harassment at Workplace Bill, 2010 in the Parliament to ensure a safe environment for women at work places, both in public and private sectors whether organised or unorganized. The measure will help in achieving gender empowerment and equality.

The proposed Bill, if enacted, will ensure that women are protected
against sexual harassment at all the work places, be it in public or
private. This will contribute to realisation of their right to gender
equality, life and liberty and equality in working conditions
everywhere. The sense of security at the workplace will improve
women's participation in work, resulting in their economic empowerment and inclusive growth.

Salient features of the Bill are as follows:

• The Bill proposes a definition of sexual harassment, which is as
laid down by the Hon'ble Supreme Court in Vishaka v. State of
Rajasthan (1997).
Additionally it recognises the promise or threat to a woman's employment prospects or creation of hostile work environment as 'sexual harassment' at workplace and expressly seeks to prohibit such acts.

• The Bill provides protection not only to women who are employed but also to any woman who enters the workplace as a client, customer,apprentice, and daily wageworker or in ad-hoc capacity. Students,research scholars in colleges/university and patients in hospitals have also been covered. Further, the Bill seeks to cover workplaces in the unorganised sectors.

• The Bill provides for an effective complaints and redressal
mechanism. Under the proposed Bill, every employer is required to
constitute an Internal Complaints Committee. Since a large number of the establishments (41.2 million out of 41.83 million as per Economic Census, 2005) in our country have less than 10 workers for whom it may not be feasible to set up an Internal Complaints Committee (ICC), the Bill provides for setting up of Local Complaints Committee (LCC) to be constituted by the designated District Officer at the district or sub-
district levels, depending upon the need. This twin mechanism would ensure that women in any workplace, irrespective of its size or nature, have access to a redressal mechanism. The LCCs will enquire into the complaints of sexual harassment and recommend action to the employer or District Officer.

• Employers who fail to comply with the provisions of the proposed
Bill will be punishable with a fine which may extend to ` 50,000.

• Since there is a possibility that during the pendency of the enquiry
the woman may be subject to threat and aggression, she has been given the option to seek interim relief in the form of transfer either of her own or the respondent or seek leave from work.

• The Complaint Committees are required to complete the enquiry within 90 days and a period of 60 days has been given to the employer/District Officer for implementation of the recommendations of theCommittee.

• The Bill provides for safeguards in case of false or malicious
complaint of sexual harassment. However, mere inability to
substantiate the complaint or provide adequate proof would not make the complainant liable for punishment.

Implementation of the Bill will be the responsibility of the Central
Government in case of its own undertakings/establishments and of the State Governments in respect of every workplace established, owned, controlled or wholly or substantially financed by it as well as of private sector establishments falling within their territory. Besides,
the State and Central Governments will oversee implementation as the proposed Bill casts a duty on the Employers to include a Report on the number of cases filed and disposed of in their Annual Report. Organizations, which do not prepare Annual Reports, would forward this information to the District Officer.

Through this implementation mechanism, every employer has the primary duty to implement the provisions of law within his/her establishment while the State and Central Governments have been made responsible for overseeing and ensuring overall implementation of the law. The Governments will also be responsible for maintaining data on the implementation of the Law. In this manner, the proposed Bill will create an elaborate system of reporting and checks and balances, which will result in effective implementation of the Law.

Interview with T. M. Thomas Isaac, Finance Minister of Kerala and Central Committee Member of the CPI (M), conducted on 2nd November 2010 by R.Ramakumar, following declaration of results to the 2010 local body elections in Kerala. The results to the elections can be seen here .

RR: How would you analyse the results of the 2010 local body elections in Kerala? There is an argument that while the Left has gained compared to 2009 Loksabha elections, it has lost compared to the 2005 local body elections.

TI: I completely agree with that statement. When compared to 2005, it has been a major setback for the Left Democratic Front (LDF). In 2005, we got about 49.2 per cent of all votes polled. In 2010, this has come down to 42.3 per cent – a fall of 6.9 per cent. Now, in 2005, the Democratic Indira Congress (DIC), a breakaway group of the Congress led by K. Muraleedharan, was with the LDF. They collected something like 4.7 per cent of the popular votes at that time. That group has left us now, and in addition, a number of other political parties have also exited the LDF between 2005 and 2010. These include the Indian National League (INL; which had 0.4 per cent of votes in 2005), Kerala Congress (Joseph) (which had 1.8 per cent of votes in 2005) and the Janata Dal (which had 2.4 per cent of votes in 2005). Together, all these four parties accounted for about 9 per cent of the votes in 2005. This time, all these parties, or a majority section in these parties, contested in alliance with the UDF. So, it comes as no surprise that we have a setback when compared to 2005.

In 2005, the Left had won a huge majority of local bodies in the State, at all levels. That was, of course, an unusual outcome for Kerala. In Kerala, the balance of power between political fronts is not one where anyone has brute majority. So, we are also not new to setbacks. Even in 2000, when we had a setback in the local body elections, we obtained only 42.6 per cent of the votes.

But yes, when compared to 2009 Loksabha elections, there is a definite improvement. In terms of vote share, we have gained by 0.4 per cent. But in terms of votes, the situation is better. In 2009, we got about 67.2 lakh votes. Now, in 2010, we have got about 77.8 lakh votes – an increase of about 10.6 lakh votes. In Kannur and Alappuzha, the UDF has actually got lesser number of votes than in 2009.

Now, the UDF has got only 3 per cent votes higher than the LDF – a difference of about 7 lakh votes. That is a normal margin given the balance in Kerala.

RR: Do you see any kind of pattern in the results of 2010? By pattern, I mean both geographically and across classes?

TI: Yes. Class-wise, there has been a shift of upper-class Christian votes away from the LDF. But we should also not read this as a shift of votes of the entire Christian community. Across the coastal areas of Kerala, the LDF has made decisive improvements and this is where the poor Christians, who are mainly fishermen, live. They have not heeded to the Church’s call to vote against the LDF. Basically, we see that sections of Christians in central Travancore as well as in the highlands have voted for the UDF.

The bottom 30 per cent of the people of Kerala – the poor – has always voted for the Left. That base has not been shaken in any way in these elections. The fact that the Left has got 42.3 per cent of the votes shows that its mass base has remained intact.

What has happened is, actually, a shift in the votes of the middle class votes away from the LDF. That has indeed happened. It is one issue that the Left has to sit and address. Two factors have contributed to this phenomenon. First, the decisive movement of the upper strata of the religious minorities away from the LDF. A part of the middle class have followed them. Secondly, the Left has to introspect whether it has been able to address the real concerns of this large and growing section of Kerala’s population.

RR: That is one of the things one has heard repeatedly after the election results were declared; that while the Left has been able to address most of the concerns of the poor, it has lost its grip over the middle class. The problem is posed as one of employment generation, infrastructure, condition of roads and so on. Generally, the failure in bringing in new investment, which the middle class has not taken kindly to. Would you agree?

TI: Yes, this is partly true. The present LDF government has considerably expanded the welfare and social security system of Kerala, which has had broad acceptance among the poor. But let us take other sectors. I will name two for illustration. One, the need to create better infrastructure. Two, the expansion in the new-growth sectors, which creates “high-quality” employment. Regarding infrastructure, major steps have been taken, but it will take some time to show up. Major projects in drinking water supply are also well on their way.

The condition of roads has seen deterioration. But this has been a crisis in the making for a while. In Kerala, the nature and pressure of traffic has changed dramatically in the last two decades. The number of vehicles per kilometre has risen. Then, the number of heavy trucks that ply in the roads today, containing export commodities and construction materials – even on the village roads – has risen sharply. So, even though local and district roads have seen improvement, it has not been adequate to meet this kind of traffic density rise. This has led to a breakdown in the conditions of these roads. We have now started a major repair and maintenance plan. Now, it will take some time for Kerala to get out of it because we would need to have a different set of new technologies for road construction, which is costly in investment. So, it will take a few years for this transition to be complete.

But I must tell you that, on an average, even if we leave out the major projects, the amount of investment from the State budget – the total expenditure in public works and drinking water – has always been somewhere near Rs 500 crore a year. But last year, as part of our fiscal stimulus package, we gave administrative sanction for public works worth about Rs 6000-7000 crore. This is something unparalleled in the history of Kerala’s economy. The results of this investment and its multiplier effects would be visible very soon in the State’s economy.

So, we are making efforts to address the concerns. Roads and infrastructure are going to improve. This year, Kerala had a very heavy monsoon and the rains have just subsided. No repairs could be done till the rains stopped. We would definitely see a change in the next few months.

As regards the generation of quality employment the new growth sectors, there has been growth. But as regards IT and some high-value sectors, well…there have been some problems. We have not been able to meet the expectations of the people. We are going to do serious introspection on how it has happened, why it has happened, and will take a very definitive policy stand on this before the assembly elections in 2009.

RR: Let me come to another general perception. This is about the mediating role of non-developmental factors. One has been surprised by the defeat of the LDF in many panchayats, where the developmental achievements were so much appreciated and visible. I am referring to panchayats like Elappully in Palakkad. So, does development matter?

TI: See, one has to understand that after the rise in devolution to panchayats in 1996, the power of panchayats has considerably increased. So, one would begin to see the anti-incumbency factor at work even in the panchayats. Performance and good governance have become important criteria. If you don’t govern well and not meet the aspirations of local people, you will pay for it.

But that is not all. There can be very powerful political factors that could upset the local balance altogether, even if you provided excellent governance. You spoke about the Elappully panchayat. Here, the Congress and the BJP had come to an understanding to defeat us. This was not an isolated aspect in Elappully. Take Vallachira panchayat in Trichur or the Kannadikkal panchayat. In Vallachira, the Congress and BJP candidates contested on a common symbol – Mango. In some other panchayats, the common symbol was Apple. In general, the BJP transferred their votes enmasse to the Congress, in return for Congress votes in a selected number of seats here and there, where the BJP had interest. So, if we take the BJP votes in 2010, it is much lower than in 2005. Still, their geographical spread is much wider in 2010 than in 2005. So, one important reason for our poor performance in our best-performing panchayats was the tacit understanding between the BJP and the Congress.

In some other panchayats, where we lost in spite of good governance, we have to self-critically examine the factor of factionalism, which persists in some regions of the State within the CPI (M). This also may have played a role in our defeat in some places.

RR: Talking about factionalism, are you referring to internal issues, or the recent exit of some persons from the party? I am referring to Onchiyam, Shoranur and so on…

TI: I am talking about internal issues. The influence of those who have left the party recently – in Onchiyam and Shoranur – is greatly exaggerated. In Kerala, in the more recent periods, greater leaders have left the party. M.V. Raghavan left the party. Gouriamma left the party. They all had much more respect among people than those who left recently. Those renegades have not been able to defeat us even in their strongholds. The overall impact of persons leaving the party has been very limited.

But there are hangovers of internal factionalism. The root cause of factionalism in the party has been identified as parliamentary deviation. Parliamentarianism continues to be a major deviation to be addressed during our rectification campaign. This has resulted in the wrong choice of candidates in many places, without looking into their character and popular aspirations. These are the issues that we will be addressing during our rectification campaign. We are taking it up as early as possible.

RR: What is the status of the implementation of the rectification document?

TI: Self-critical assessment is completed at the State Committee level. On the 5th, 6th and 7th of November, all the district committees are going to introspect and discuss the document. So, effectively, the rectification campaign is going to start now.

RR: It is clear that the Left faced significant gang up against it from two sources: one, the communal forces (of all varieties) and two, the mainstream media. How would you see their relative importance?

TI: There has been a very formidable gang up against the Left in these elections. One, as I told you, some political parties have shifted away from the LDF. Two, the Church came out openly against the LDF, mainly due to the efforts of the government to ensure social control in the higher education sector. In central Kerala, the Church very actively campaigned against the Left; also among the migrant farmers along the highlands.

Among the Muslim community, there has not been a consolidation as among Christians. But even here, you would find that the upper strata of the Muslim community have shifted away from the Left. There has been Jamaat-e-Islami, SDPI and many such communal outfits that have openly taken a stand against the LDF. So, it was a very powerful gang up of communal forces – both Hindu as well as minority.

One of the accused in the case, where a Professor’s hand in Thodupuzha was chopped off by SDPI activists – his name is Anas – has won from the Jail. He contested as the SDPI candidate in the Vanchinad block-panchayat division in the Vazhakkulam block in Ernakulam district. Follow this carefully: in the elections to the lower tier (panchayat wards), the UDF swept 7 out of 8 wards here (the one ward won by the LDF was for just 3 votes). But when it came to the second tier – the block divisions – things changed. The UDF had won 4309 votes in the panchayat wards. This came down to 2089 votes at the block level. At the same time, the votes of the SDPI candidate went up by 3992 votes. Clearly, there was a trade between the UDF and SDPI. The SDPI voted for the Congress at the panchayat ward level; the Congress voted for the SDPI at the block level. So, the gang up was strong.

Despite this, we have improved over 2009.

RR: Can you please state in summary the policy of the Left in Kerala as regards minority politics. I mean, the nature of politics that the CPI (M) pursues vis-à-vis the minority-identity-based formations.

TI: See…in the last two decades, there has been a steady increase in the support of the minority community towards the Left. Our influence among the minority community was very limited, and it had begun to expand even in the Muslim-dominated districts like Malappuram. This happened due to three reasons. One, the special attention that the Left paid to certain concrete demands of the Muslim community, such as the implementation of the modified Sachchar committee report, pensions for madarsa workers and so on. Two, the uncompromising position taken by the Left against the BJP at the national level. Three, at the international level – this is important in Kerala because of our strong connection with West Asia – our unrelenting opposition to imperialism was appreciated by the Muslim community, because of the way the community has been targeted by imperialism.

This shift was halted by the 2009 Loksabha elections, when the threat of the BJP receded considerably and there was an improvement in the relationship between the Congress and the Muslim community. This was also a time when the Left began to take sharp positions vis-à-vis the strands of extremism within the Muslim community in Kerala as well as against the Jamaat-e-Islami, which was attacking the Left. A few vested interests have, successfully, portrayed this as an anti-Muslim stand of the Left.

But still, there has not been any pan-Kerala consolidation of the Muslim community against the Left in 2010. In so many Muslim-dominated panchayats and regions, the Left has won decisively. Take the results from the Kozhikode and Trivandrum. Muslims in Vadakara and Quilandy in Kozhikode and in Beemappally in Trivandrum have all voted enthusiastically for the Left. So, unlike the Christian community in central Travancore, there was no consolidation against the Left among Muslims.

RR: And the media?

TI: Absolutely. The media has influenced voting patterns in Kerala tremendously. And, for the time being, the entire mainstream media is ganged up against the Left. Now, we have about 5 24*7 news channels and 16-17 channels in all. Three new channels have applied for registration. We have two major anti-communist newspapers in the State – Malayala Manorama andMathrubhumi – printing more than 20 lakh copies everyday. You know the kind of vitriol that they print against the Left everyday. So, the media has been a major ally of the UDF in the elections.

So, the Left is forced to search for (a) media literacy programmes; (b) search for alternative media forms; and (c) the possibility of intervening in the mainstream media itself. In a recent book that I co-authored, we had taken three case studies of the role of media in Kerala: the SNC-Lavalin case, the Indo-ASEAN free trade agreement and decentralisation. We tried to objectively analyse the media campaigns in all these three cases, and our findings fit well with Chomsky’s propaganda model. So, we have started to take the critique of media rather seriously.

RR: One of the things played up by the media recently was the agitation in Kinaloor in Kozhikode over a road widening plan…

TI: Yes…and we have won there with great majority. I had gone there myself and talked to people. It was a game played on us by the UDF and Jamaat-e-Islami. A lot of misinformation was spread and the people there have rejected the designs of the media, UDF and Jamaat-e-Islami.

RR: So, what do you think is the path that the Left would tread from here to the 2011 Assembly elections? Anything specific?

TI: One, and the most important, is the completion of the implementation of the rectification process. We want to strengthen the unity within the party. That is our foremost political task. Two, we are going to have a comprehensive discussion on why certain sections of the minority community voted against us and undertake corrective measures. Three, we want to state unequivocally the Left’s developmental position, not just with respect to welfare measures, but also with respect to generating quality employment and improving infrastructure. We are going to have our third edition of the International Congress on Kerala Studies in the first week of January 2011. Finally, many measures that we announced in the last budget are yet to be fully implemented. We will do that. The road repairs have to be urgently addressed. We also have the final budget coming up next year; you can see what is going to happen there.

RR: Are you hopeful of a good result in 2011?

TI: Definitely. As I told you, the difference between the two fronts this time is just 3 per cent of the votes. This gap can be filled by the Left just by putting its own house in order. And also addressing a number of misconceptions about the Left among the minorities and exposing the relationship between the UDF and the communal forces. I am hopeful.

RR: Thank you very much.
